Helmut Schmidt Program (Master’s Scholarships for Public Policy and Good Governance)
Since 2009, the DAAD Helmut Schmidt Programme (formerly known as “Public Policy and Good Governance Programme”) has been supporting future leaders from Africa, Latin America, the Middle-East, and South- and Southeast-Asia who want to promote democracy and social justice in their home countries. The programme, which is funded by the German Federal Foreign Office, offers the chance to acquire a Master’s degree in Master programmes of particular relevance for the social, political and economic development in the students’ countries of origin. In the light of the principles of Good Governance, highly qualified graduates with a first academic degree are being educated in political science, law, economics and administration and prepared for future leading positions in their home countries. In addition, the scholarship holders will hopefully continue to be qualified contact persons for German politics and economy after their return. University of Applied Sciences Osnabrück admits up to ten scholars every winter semester to the Master’s programme “Management in Nonprofit-Organisations”.

The application period for the 2025/2026 Intake has ended.
The application period for the 2026/2027 Intake will take place between 1st June and 31st July 2025.

You can get to the online application portal here. By registering in our online portal during the application period and submitting your documents, you are simultaneously applying for the DAAD scholarship ("Helmut-Schmidt-Programme") and for admission to the Master's degree programme Management in Nonprofit Organisations at Osnabrück University of Applied Sciences.
If you want to apply for more than one Master’s programme within the framework of the “Helmut-Schmidt-Programme" (max. two universities) you can use the same DAAD application form, but are not allowed to adjust it by any means. Otherwise your whole application could be declared invalid.
In addition please keep in mind that your application is not eligible if you have been in Germany for more than 15 months continuously at the time of your application or if your last academic degree is older than six years.

Proof of your higher education - Information for the following countries:
- Applicants with a degree from P.R. China, Vietnam and India: APS certificate (authenticity check of the original will be done by our univeristy)
- Applicants with a degree from India, Pakistan, Bangladesh, Nepal, Bhutan, please note your university degree as follows:
- 4-year BA programs are recognized
- 3-year BA programs plus 1 - 2 year of consecutive master programs in home country or abroad are recognized
- 2-year BA programs are not recognized in combination with a consecutive MA program
Language skills
The lectures of the Master program Management in Nonprofit Organisations at University of Applied Sciences Osnabrück are taught in English language. Your language proficiency in English is therefore a crucial factor to the success of your studies and one of our admission requirements.
For your application, you need proof of English B2 if English is not your native language. The language competence can be proven by a certificate of one of the following tests. Certificates of the Common European Framework are accepted:

Please note:
- The test result submitted mustn't be older than three years at the time your Master studies begin.
- The above mentioned scores are minimum scores, i.e. we do not accept any scores below these.
Further evidence of the ability to study in English B2
In individual cases, other than the certificates mentioned above can be accepted as a proof of your study competence in English. A further language certificate is not necessary in this case:
- English as mother tongue
- Nationality from a country where the official language is English (e.g. Nigeria)
- Completion of an English-language undergraduate degree programme from a country that is not genuinely Anglophone (e.g. Syria), with "medium of instruction: English" stated on the Transcript of Record (ToR) or in the Diploma Supplement
- Completion of an English-language undergraduate degree programme from a country that is genuinely Anglophone (USA, Canada, Great Britain, Ireland, Australia, New Zealand)
- If your Bachelor program was instructed entirely in English, you do not need to submit further proof of your language proficiency. Please ensure that the application you submit provides us with sufficient proof from your home university that your Bachelor was lectured completely in English language.

German language proficiency:
With the mandatory DAAD-funded German language course, you will have the opportunity to build up/improve your German language skills in the four months prior to the start of lectures. This means that you can provide your German A1 proof within the framework of this language course. A German language certificate is not required for the application. If you already have German language skills, just add the proof (voluntarily) to your application.
